Prohibits food manufacturers, suppliers, and distributors from manufacturing, selling, or distributing food packaging containing intentionally added ortho-phthalates (esters of phthalic acid) in any amount

Covers ortho-phthalates in inks, dyes, pigments, adhesives, stabilizers, coatings, plasticizers, and other packaging additives, including disposable gloves used in commercial food service

Applies to importers or first domestic distributors of foreign products when the manufacturer has no U.S. presence

Grants enforcement authority to the Commissioner of the Pollution Control Agency, with coordination from the commissioners of health and commerce

Takes effect one year following final enactment
