Establishes a prenatal and newborn benefit program administered by the Commissioner of Employment and Economic Development, effective January 1, 2028, for children born on or after that date

Provides a one-time $1,500 prenatal benefit available up to 90 days before a child's due date, adoption, or legal guardian placement

Provides $750 monthly payments for 24 consecutive months following a child's birth, adoption, or foster placement

Eligibility requires Minnesota residency but has no income, asset, or employment requirements; benefits do not count as income or assets for other state assistance programs including MFIP, food support, child care assistance, housing support, and medical assistance

Requires biennial cost-of-living adjustments starting July 1, 2030, legislative reporting beginning February 1, 2029, and public outreach through health providers, public health agencies, community organizations, and Tribal governments
