Phases in motorboat operator education requirements by birth year: operators born before July 1, 2004 exempt starting July 1, 2025, with exemptions narrowing annually until July 2028 when only those born before July 1, 1987 remain exempt

Prohibits young motorboat operators (under age 12) from operating personal watercraft or any motorboat with 75+ horsepower, and requires motorboat rental businesses to rent only to persons 18+ who have a valid operator's permit, are exempt, or passed a boater safety exam within 180 days

Adds black carp to the list of invasive carp species requiring reporting within seven days of taking, defines "eviscerated" in invasive species law, and allows possession/transport of bighead, grass, and silver carp if eviscerated

Repeals Lake Superior lake trout expanded assessment harvest provisions (section 97C.836) that allowed commercial operators to take up to 3,000 lake trout in zone MN-3 and 2,000 in zone MN-2 annually from June through September
