Removes penalties for independent contractor arrangements in salons and eliminates the special event services permit requirement, while adding a corrective action process as an alternative to formal disciplinary proceedings

Requires schools and salons on the same premises to maintain separate entrances and prohibits staff from providing services across both spaces, while allowing schools to offer up to 1% of training hours for industry educational activities outside the school building
