Appropriates $3,700,000 from the bond proceeds fund to the Public Facilities Authority for grants to the city of Cook for capital infrastructure improvements

Allocates $1,500,000 for predesign, design, engineering, and construction of improvements to the city's inflow and infiltration collection system and rehabilitation of the wastewater treatment pond system

Allocates $2,200,000 for predesign, design, engineering, and construction of water and sewer line infrastructure for the North Business Park looping project

Authorizes the commissioner of management and budget to sell and issue state bonds up to $3,700,000 under Minnesota Statutes sections 16A.631 to 16A.675

Effective the day following final enactment; unspent funds from completed projects remain available for other purposes within this appropriation
