Requires the Commissioner of Administration to establish a grantee fraud risk rating system with corresponding grants management requirements based on vendor risk management principles for all executive agency grant programs.

Allows the commissioner to approve exceptions to grants management policies for specific programs, with exceptions expiring or requiring renewal after five years.

Executive agencies retain management of their individual grant programs while following the statewide policies and fraud risk requirements.

Amends Minnesota Statutes 2024, section 16B.97, subdivision 4, governing the commissioner's duties related to grants management oversight.
