Adds the state fishing opener (as defined under section 97C.395, subdivision 1, paragraph (a), clause (1)) to Minnesota's official list of state holidays

Amends Minnesota Statutes section 645.44, subdivision 5, which defines "holiday" for purposes of state law

Public business would be prohibited on the fishing opener except in cases of necessity or legislative business, consistent with other state holidays

The fishing opener typically falls on the second Saturday in May, joining 12 other recognized state holidays including New Year's Day, Memorial Day, Independence Day, and Christmas Day
