Modifies DNR land acquisition procedures to clarify that acquisitions apply to "fee title or easement interest in land" and updates payment terminology

Expands stream easement acquisition authority to include easements for accessing permanent stream easements, with compensation calculated at $5 per linear foot of stream plus estimated market value for both the easement corridor and any access corridor

Authorizes DNR to acquire access easements to native prairie lands at up to 50% of the standard payment rate

Adds land to Frontenac State Park (Goodhue County) and Great River Bluffs State Park (Winona County); deletes a portion of land from Mille Lacs Kathio State Park (Mille Lacs County)

Authorizes sale or conveyance of surplus state lands bordering public water in Becker County (4.3 acres on Rossman Lake), Mille Lacs County (to a federally recognized Indian Tribe), Otter Tail County (25 feet on East Battle Lake), Pine County (Grindstone River), and Wabasha County (to city of Elgin for public recreation and fishing access)
