Designates February 13 of each year as Minnesota Anti-Bullying, Anti-Harassment, and Defamation Awareness Day under Minnesota Statutes chapter 10

Schools, employers, state agencies, and community organizations are encouraged to observe the day through educational programs, employee training, student assemblies, respectful behavior campaigns, and prevention tools

Defines bullying as repeated aggressive behavior involving power imbalance that creates a hostile environment, including cyberbullying; harassment as unwelcome behavior based on actual or perceived traits; and defamation as false statements communicated to others that harm reputation

Authorizes the governor to promote and encourage observance of the awareness day to educate the public

Explicitly states the designation does not create new legal causes of action, expand liability, or alter existing legal standards for defamation or free speech
