Granting agencies must conduct at least one unannounced, on-site, in-person monitoring visit for each grant exceeding $10,000

Grants disbursed over more than 12 months require at least one unannounced, on-site, in-person monitoring visit per 12-month period for grants over $10,000

The commissioner may approve exceptions to the site visit requirement only for entire grant programs, not for individual grants

Granting agencies seeking exceptions must sufficiently justify why unannounced, on-site, in-person monitoring visits are not suitable for their grant program

Amends Minnesota Statutes 2024, section 16B.98, subdivision 6, regarding grant administration
