$20,000,000 appropriated from the general fund in fiscal year 2027 to the Commissioner of Employment and Economic Development for a grant to Minnesota Hockey Hall of Fame Inc., a 501(c)(3) nonprofit, to construct, furnish, and equip the facility in Inver Grove Heights

Facility will include a museum, ice rink, performance hall, event space, and other amenities

$5,000,000 appropriated from bond proceeds to the city of Inver Grove Heights for public infrastructure improvements supporting the Hall of Fame and local economic development, including water systems, sewer systems, stormwater systems, roads, trails, and sidewalks

Authorizes the Commissioner of Management and Budget to sell and issue up to $5,000,000 in state bonds to fund the infrastructure improvements

Both appropriations are effective the day following final enactment; the $20,000,000 grant remains available until the project is completed or abandoned
