Prohibits health care providers from knowingly providing gender-affirming care (hormone therapy, puberty blockers, gender reassignment surgery) to individuals under 18 in Minnesota

Bans use of public funds, including Medical Assistance, for gender-affirming care for minors

Exempts treatment for medical conditions unrelated to gender identity (such as precocious puberty), mental health counseling that does not affirm a gender different from biological sex, and medically necessary interventions for intersex conditions

Establishes penalties for violations including civil fines of at least $500,000 per violation, professional license revocation, and imprisonment up to 10 years

Effective date of July 1, 2025; Department of Health responsible for enforcement and maintaining a confidential citizen reporting mechanism
