Transfers regulatory authority over aquaculture and private fish hatcheries from the Commissioner of Natural Resources to the Commissioner of Agriculture, effective July 1, 2028

Creates a new aquaculture account within the agricultural fund to receive licensing fees and other revenues previously deposited in the game and fish fund

Removes enforcement authority from conservation officers, shifting inspection and enforcement responsibilities to the Commissioner of Agriculture

Preserves certain DNR authorities, including approval for stocking walleyes north of State Highway 210, issuing brood stock permits, and selling game fish eggs and fry at production cost

Repeals Minnesota Statutes section 97C.211, subdivision 5 and Minnesota Rules part 6250.0101, with private fish hatchery provisions recodified under chapter 17 (sections 17.4975 to 17.4997)
