Amends Minnesota Statutes section 518.155 to require courts to recognize and protect the fundamental right to the parent-child relationship in custody and parenting time proceedings

Mandates courts adhere to precedents in SooHoo v. Johnson (Minn. 2007) and Troxel v. Granville (U.S. 2000) regarding parental rights

Requires a finding of harm by clear and convincing evidence before a court may interfere with, limit, or supersede parental rights

Directs courts to apply appropriate judicial scrutiny afforded to fundamental rights when making custody decisions

Requires equal protection of the fundamental rights of each fit parent to custody, care, and control of the child, regardless of marital status
