Adds "emergency managers" to the statutory definition of "essential employee" under Minnesota's Public Employment Labor Relations Act (section 179A.03, subdivision 7)

Essential employee status means emergency managers would be subject to binding arbitration rather than having the right to strike during labor disputes

Places emergency managers in the same category as firefighters, peace officers, 911 dispatchers, correctional guards, and other public safety personnel

Amends existing law without changing the essential employee definitions for state employees, University of Minnesota employees, or Hennepin Healthcare System employees
