Establishes a public safety radio account in the special revenue fund to provide grants for purchasing or upgrading portable radios, mobile radios, and related equipment compatible with the statewide ARMER (Allied Radio Matrix for Emergency Response) system

Increases the criminal justice data communications network fee from $50 to $100 per month for each terminal, computer, or equipment connected to the network

Directs $50 of each monthly fee to be deposited into the new public safety radio account

Eligible grant recipients include local government units, federally recognized Tribal entities, and state agencies participating in ARMER, with nonstate agencies required to provide at least a 5% match from nonstate funds

Requires an annual report to legislative committees beginning January 15, 2027, detailing money deposited and grants awarded from the account
