Establishes a new public safety radio account in the special revenue fund, funded by proceeds from sales of abandoned or stolen property held by the Bureau of Criminal Apprehension and fees under section 299C.46, subdivision 3

Redirects auction proceeds from abandoned/stolen property sales from the general fund to the new public safety radio account, after deducting sale expenses and storage costs

Appropriates money from the account for grants to local governments, federally recognized Tribal entities, and state agencies to purchase or upgrade portable radios, mobile radios, and equipment compatible with the ARMER (Allied Radio Matrix for Emergency Response) system

Requires nonstate grant recipients to provide a minimum 5% match from nonstate funds, with up to 2% of the appropriation available for grant administration

Mandates annual reporting to the legislature beginning January 15, 2027, detailing deposits to the account and grants awarded
