Modifies the disability waiver rate system to change inflationary adjustments from every two years with an 8% cap to annual adjustments with a 4% cap, effective January 1, 2028, or upon federal approval

Requires the commissioner to update base wage index, client programming support, transportation, and program facility cost component values based on Consumer Price Index (CPI-U) changes

Prevents rate decreases under the new adjustment system—if CPI-U calculations result in a decrease, the commissioner must implement no change

Adds the new inflationary adjustment provision (subdivision 5f) to the list of automatic rate adjustments exempt from manual commissioner review when service agreement totals increase

All sections are effective the day following final enactment, with the current biennial adjustment system expiring when the new annual adjustment system takes effect
