Appropriates $10,000,000 from bond proceeds to the commissioner of transportation for a grant to Cook County for capital improvements along the northwesternmost ten miles of the Gunflint Trail National Scenic Byway

Funds resurfacing of approximately ten miles of failing roadway beginning 46 miles north of Grand Marais and ending at Trails End Campground

Authorizes replacement of up to 16 deteriorated culverts and construction of up to four bridges throughout the corridor

Preserves reliable emergency access for residents and visitors to the Boundary Waters Canoe Area Wilderness, Superior National Forest, and associated recreational areas

Authorizes the commissioner of management and budget to sell and issue state bonds up to $10,000,000, effective the day following final enactment
