Establishes a biofuel sales volume incentive program beginning January 1, 2028, administered by the Commissioner of Agriculture to pay retail gasoline stations for selling eligible biofuel blends (gasoline containing 11-15% ethanol)

Incentive payments set at $0.05 per gallon of eligible biofuel blend sold, capped at $50,000 per retail station per year

Eligibility limited to Minnesota retail gasoline stations that are not fleet operators, have not sold eligible biofuel blends before January 1, 2028, and have not received AGRI Biofuels Infrastructure Grant Program funding

Appropriates $5,000,000 from the general fund in fiscal year 2027 as a one-time appropriation available until June 30, 2032

Payments distributed on a first-come, first-served basis; Commissioner of Agriculture authorized to adopt rules for program implementation
