Counties assuming Community Corrections Act (CCA) jurisdiction must file a resolution with the commissioner of corrections specifying the effective transition date

State remains responsible for paying accrued benefits (vacation, sick leave, severance) earned under state collective bargaining agreements before a county assumes jurisdiction; counties are not liable for these state-accumulated benefits

Counties remain responsible for paying accrued benefits earned under county employment before the state assumes jurisdiction; the state is not liable for county-accumulated benefits

Appropriates $150,000 in fiscal year 2027 to reimburse counties that transitioned to CCA jurisdiction on or after August 1, 2023, for fringe benefit costs attributable to state collective bargaining agreements

Commissioner of revenue must report to legislative committees by January 15, 2028, on reimbursement awards made to counties under this program
