Mandates automatic forfeiture of withheld payments upon criminal conviction related to medical assistance health services, regardless of the criminal complaint amount or restitution ordered

Creates exemptions specifying that other statutory sections (15.013 and 245.095) do not modify, supersede, limit, or expand the commissioner's sanction authority under section 256B.064, with all provisions effective the day following final enactment
