Changes the State Patrol compensation and benefits survey from specific years (2021, 2024, 2027, 2030) to every odd-numbered year on an ongoing basis

Adds captains and lieutenants to the list of positions eligible for salary increases based on the survey results, alongside patrol troopers

Requires salary adjustments for supervisory ranks (corporals, sergeants, lieutenants, captains) to be proportionate to adjustments made for patrol troopers

Removes the January 1, 2032 expiration date for certain contract provisions in Laws 2024, chapter 104, making them permanent

Preserves collective bargaining rights to negotiate salaries or compensation exceeding what the survey supports
