Requires Minnesota State Patrol officers to make reasonable efforts to apprehend persons suspected of fleeing a peace officer in a motor vehicle

Declares that fleeing a peace officer in a motor vehicle poses an "actual and imminent threat of death or great bodily harm to the general public" as legislative intent

Authorizes peace officers to perform intervention techniques during motor vehicle pursuits that may result in death or great bodily harm, subject to immunity provisions

Grants criminal and civil immunity to peace officers and their employers for injuries or property damage during pursuits, unless the officer commits a federal civil rights violation, intends to commit harm, or knows capture is impossible or highly unlikely

Makes fleeing suspects civilly liable for any injuries or property damage resulting from pursuits when law enforcement uses intervention techniques, with limited exceptions for vehicles with fewer than four wheels (effective August 1, 2026)
