Environmental Quality Board must amend Minnesota Rules to require mandatory environmental impact statements for animal feedlot facilities with capacity of 10,000 or more animal units

Requirement applies to both new construction and expansions of existing feedlots that would reach 10,000+ animal unit capacity

Commissioner may use good-cause exemption for expedited rulemaking, bypassing standard rulemaking procedures

Effective the day following final enactment and applies to applications submitted on or after that date
