Prohibits licensing new assisted living facilities (6 or fewer residents) or residential programs within 650 feet of existing similar facilities, reduced from the previous 1,320-foot requirement for residential programs, with exceptions for hospital-located programs, special use permits, or commissioner-approved certificates of need.

Requires the commissioner to notify affected municipalities at least 30 calendar days before issuing licenses to small assisted living facilities, including business name, address, license category, capacity, and contact information.

Allows commissioners of Health and Human Services to delegate inspection authority for small residential facilities to county agencies or local governments, with inspections limited to every six months and violations reported within ten working days.

Exempts assisted living facilities with six or fewer residents from local rental licensing regulations imposed by towns, municipalities, or counties.

Requires lead investigative agencies to automatically notify reporters of vulnerable adult maltreatment reports within five business days of receipt, including case numbers, investigator contact information, and reasons for non-acceptance if applicable.
