Requires all therapy and psychotherapy services in Minnesota to be conducted by licensed professionals, including psychologists, social workers, counselors, marriage and family therapists, and physicians

Permits licensed professionals to use AI for administrative tasks such as scheduling, billing, record preparation, and analyzing anonymized data, provided they maintain full responsibility for all outputs

Establishes civil penalties up to $10,000 per violation, enforced by health-related licensing boards, with violators required to pay within 60 days of notice or contested hearing decision

Exempts religious counseling, peer support services, and publicly available self-help materials from these regulations
