Prohibits the transfer, ownership, or possession of semiautomatic military-style assault weapons and large-capacity magazines (defined as ammunition feeding devices accepting more than 10 rounds), effective August 1, 2026

Requires current owners who wish to keep prohibited items to request certification from the Bureau of Criminal Apprehension by February 1, 2027, agree to law enforcement storage inspections, renew certification every three years, and restricts use to owned property or licensed firing ranges

Current owners who do not certify must surrender items for destruction, render them permanently inoperable, or remove them from Minnesota by February 1, 2027

Violations carry penalties of up to 5 years imprisonment and/or $25,000 fine for unlawful possession or failure to certify; gross misdemeanor penalties apply for knowingly violating storage, transfer, or reporting requirements

Exempts government officers, military personnel, and peace officers acting within scope of duties, as well as licensed manufacturers and dealers selling only to armed forces or law enforcement agencies
