Expands venue options for prosecuting child sexual abuse material (CSAM) offenses to include the county where the offense occurred, where the accused or victim resides, or where the material was produced, stored, received, or possessed

Authorizes law enforcement to conduct on-scene forensic previews of electronic devices during CSAM search warrant execution, limited to identifying presence of illegal material, with full forensic analysis requiring a separate warrant; effective August 1, 2026

Creates new felony offenses for possessing child-like sex dolls (up to 3 years imprisonment/$3,000 fine) and disseminating them (up to 5 years/$7,000 fine), with enhanced penalties for repeat offenders, registered predatory offenders, or dolls depicting minors under 14

Prohibits using minors as models for creating child-like sex dolls and criminalizes the manufacture, reproduction, and for-profit dissemination of such dolls, with penalties up to 10 years imprisonment and mandatory sex offender registration

Establishes an affirmative defense of duress for trafficking victims charged with non-violent crimes directly related to their victimization, requiring proof by preponderance of evidence and mandating record sealing upon acquittal
