Expands substance use disorder treatment program standards to cover all programs operated by the commissioner of corrections, including juvenile correctional facilities with program services certification, not just residential programs for adults

Authorizes the commissioner of corrections to establish mental health units in multiple adult correctional institutions rather than limiting to one facility, expanding capacity for inmates who become mentally ill

Removes the provision allowing involuntary commitment proceedings when an inmate refuses to voluntarily participate in mental health unit treatment, limiting commitment to cases where long-term hospital care is needed
