Postsecondary institutions must disclose tuition refund deadlines for the add-drop period in bold type on their website, in direct written communication at registration, and in the student handbook or academic catalog.

Applies to Minnesota State Colleges and Universities system schools and private institutions with in-person Minnesota campuses participating in federal Title IV financial aid; University of Minnesota is requested but not required to comply.

Institutions must establish internal complaint procedures for students alleging violations, with appeals to the Office of Higher Education available after exhausting the institutional process.

The Office of Higher Education may investigate complaints filed within six years, require remedial actions including tuition refunds, and assess fines up to $500 per day per violation.

Schools must file written appeals of penalties within 30 days; courts may award attorney fees to the Office if it prevails against institutions with $1,000,000 or more in annual tuition revenue.
