Requires hospitals to have at least one parent view an educational video on shaken baby syndrome dangers before a newborn is discharged, and requests both parents view it when possible

Mandates family practice physicians, pediatricians, and pediatric primary care providers use commissioner-approved protocols and materials to educate parents and caregivers about shaking dangers at each well-baby visit up to age one (reduced from previous age three requirement)

Requires the Commissioner of Health to review and update educational videos and materials beginning July 1, 2026 (for videos) and July 1, 2031 (for protocols), and at least every five years thereafter, seeking input from experts in infant abuse prevention

Authorizes removal of any hospital educational videos that fail to address essential topics or provide accurate information following periodic reviews

Appropriates an unspecified amount from the general fund in fiscal year 2027 to the Commissioner of Health for implementing these educational activities
