Adds new eligibility requirement for farm down payment assistance grants: applicants must demonstrate adequate farming experience or knowledge in the type of farming for which they seek assistance

Creates tiered grant structure based on acreage: up to $20,000 for purchases of 2-75 acres, and up to $40,000 for purchases exceeding 75 acres of farmland

Requires the commissioner to reserve half of the second-year appropriation for applicants who submit purchase agreements with their applications, prioritizing those with concrete land acquisition plans

Increases Administration and Financial Assistance appropriations to $14,179,000 in the first year and $11,145,000 in the second year, with $1,250,000 annually dedicated to farm down payment assistance grants

All changes take effect July 1, 2026
