Expands hospital district authority to financially support licensed health care programs, services, and facilities beyond traditional hospital and nursing home operations, as determined necessary by the hospital board

Authorizes hospital districts to enter agreements providing financial or in-kind support to licensed health care providers including primary care clinics, behavioral and mental health providers, dental clinics, home health agencies, urgent care centers, and community-based health service organizations

Requires support agreements to restrict funds to programs benefiting district residents' health, mandate regular financial reporting from recipients, and prohibit use of funds for executive compensation, shareholder dividends, or profit distribution

Hospital boards must establish internal compliance policies and procedures for recipient organizations

Does not grant any additional taxing authority beyond what is currently provided under existing law (section 447.34)
