Creates "Choose Life" special license plates available for passenger vehicles, pickup trucks, motorcycles, and recreational vehicles, requiring a $25 initial contribution and $25 minimum annual contribution to a Choose Life account

Plate design must include the Choose Life kids logo and "Choose Life" inscription, with a second design featuring an adult and child silhouette to be adopted by April 1, 2026

Contributions are deposited in a special revenue fund and distributed by Choose Life Minnesota, Inc. to nonprofit agencies in each county that assist pregnant women making adoption plans for their children

Funds are prohibited from going to any agency involved with abortion activities, including counseling, referrals, procedures, or advertising; recipient agencies must provide material needs like clothing, housing, medical care, food, and transportation

Effective January 1, 2026, with Choose Life Minnesota, Inc. permitted to retain up to 15% of funds for administration and promotion of the program
