Defines "contracted service provider" as an entity authorized by a government agency to support the generation, collection, management, and dissemination of crash reports and data

Authorizes law enforcement agencies to retain unofficial copies of accident reports locally and share nonpersonal data with contracted service providers, subject to data privacy requirements under section 13.055

Expands the list of entities that must disclose accident reports upon written request to include law enforcement agencies and their contracted service providers, in addition to the commissioner of public safety and full-service providers

Defines "official accident report" as an original copy meeting format requirements and held by the commissioner of public safety, distinguishing it from unofficial local copies

Effective date of July 1, 2026 for all provisions
