Ten percent of cannabis gross receipts tax revenue is annually appropriated to the Commissioner of Children, Youth, and Families for a new cannabis youth grant program, effective for receipts after June 30, 2026

Establishes the Cannabis Youth Grant Program to fund programs promoting positive youth development, self-sufficient transition to adulthood, and young people's health

Eligible grant recipients include programs offering after-school/summer/youth employment opportunities, peer-led education and mentorship programs to mitigate cannabis use, and youth-led restorative justice initiatives addressing past harms of cannabis criminalization

Grant program must prioritize communities disproportionately impacted by cannabis-related criminalization while ensuring statewide distribution

Requires reporting to legislative committees on grants awarded, including amounts, uses of funds, and recipient programs
