Appropriates $300,000 as a one-time grant in fiscal year 2027 to the Commissioner of Public Safety to fund partnerships between social services agencies and nonprofits serving noncitizen immigrant youth in foster care.

Requires social services agencies to screen children in need of protection or services for U.S. birth certificates and Social Security cards, and refer those lacking documentation to partner nonprofits for assessment.

Directs nonprofit grantees to conduct legal assessments and provide legal representation to help noncitizen immigrant youth attain permanent legal status or documentation.

Sets minimum grant awards at $150,000 and requires applicants to demonstrate partnerships between counties and 501(c)(3) nonprofits with immigration law expertise and experience before USCIS and immigration courts.

Classifies data related to children served under the program as private, prohibiting sharing except with partner nonprofits, pursuant to valid court orders, or to demonstrate statutory compliance.
