Defines "electronic positive response" as an electronic notification from a utility operator to the notification center regarding the status of underground facility locates for proposed excavations or boundary surveys

Requires utility operators to provide electronic positive response through the notification center before the conclusion of the locate period for excavation notices and within 96 hours for boundary survey notices

Mandates the notification center make electronic positive responses available to excavators through electronic means

Requires operators to provide up-to-date contact information (name and telephone number) to the notification center as changes occur and at least quarterly, effective January 1, 2027

Most provisions take effect August 1, 2026
