Intended parents who are not biologically related to a child and did not give birth to the child must formally adopt the child under Minnesota's adoption statutes (chapter 259) to be recognized as legal parents

Creates an exception to existing parentage provisions in sections 257E.15 to 257E.27, which currently allow intended parents in surrogacy or assisted reproduction arrangements to be adjudicated as parents without adoption

Effective August 1, 2026, applying only to births occurring on or after that date
