Appropriates $25,000,000 from the bond proceeds fund to the Public Facilities Authority for a grant to the city of Albert Lea for wastewater treatment facility upgrades

Funds cover design, demolition, construction, equipment improvements, infrastructure replacement, building renovations, and site improvements

Authorizes the commissioner of management and budget to sell and issue state bonds up to $25,000,000 under Minnesota Statutes sections 16A.631 to 16A.675

Appropriation becomes available when the commissioner determines sufficient resources have been committed to complete the project per Minnesota Statutes section 16A.502
