Amends Minnesota Statutes section 115.542 governing notice requirements for publicly owned wastewater treatment facility permits (NPDES and state disposal system permits)

Requires a minimum 60-day public comment period for permit applications, which may be reduced to 30 days if the applicant requests it and the Pollution Control Agency commissioner approves based on public or Tribal interest considerations

Establishes a state goal of issuing or denying tier 2 permits for publicly owned wastewater treatment facilities within 210 days of application submission

Requires the commissioner to provide permit applicants with draft permits and fact sheets at least 30 days before public notice, unless the applicant waives this review period
