Increases the maximum grant percentage for emerging contaminants projects from 50% to 80% of eligible as-bid project costs

Raises the maximum grant cap from $5,000,000 to $12,000,000 per project

Grant amounts continue to be reduced by any federal emerging contaminant funds received by the project

Amends Minnesota Statutes section 446A.082, subdivision 4, governing the state's emerging contaminants grant program
