Mechanic's liens become enforceable only when work is performed under a written contract signed and dated by the property owner, or for subcontractors, signed by all parties to the agreement

Eliminates the previous option for contractors to provide required notices separately within 10 days when no written contract exists; a written contract is now mandatory

Property owners must be notified within 24 hours when a plaintiff records a notice of pending lien action with the county recorder or registrar of titles

Contractors must provide owners with a copy of the written contract and include notice in at least 10-point bold type informing owners of their right to pay subcontractors directly and withhold amounts for 120 days

Effective August 1, 2026, applying to labor, skill, material, or machinery furnished on or after that date
