Prohibits municipalities (counties, cities, and towns) from entering into nondisclosure agreements or contracts that restrict them from disclosing information to the public, except when required by state or federal law

Applies to employees, elected officials, appointed officials, and other representatives acting on behalf of a municipality

Declares any agreement or contract term violating this prohibition void and unenforceable, while allowing the remainder of the contract to remain in effect through severability

Requires municipalities to publicly disclose any existing contracts or agreements that violate this new restriction

Takes effect the day following final enactment
