Prohibits the Metropolitan Council from issuing certificates of participation for transit guideways secured by motor vehicle sales tax revenue or investment earnings from those revenues, expanding the current prohibition beyond just light rail transit

Requires host counties where guideways are located to fund all development costs (planning, design, engineering, construction, prerevenue operations) that exceed federal, state, local, or other dedicated funding sources

Mandates host counties cover ongoing operating costs and capital maintenance, replacement, and modernization costs that exceed fare revenues and other dedicated funding

Applies to seven Twin Cities metro counties: Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington

Effective July 1, 2025, with cost distribution among multiple host counties to be determined through a proportional methodology agreed upon by those counties
