Creates new "Winter Sports Conservation" special license plates available for passenger automobiles, noncommercial one-ton pickup trucks, motorcycles, and recreational vehicles beginning January 1, 2027.

Requires applicants to pay standard special plate fees plus a contribution upon initial application and an annual minimum contribution to the winter sports conservation account (specific dollar amounts not yet specified in bill).

Establishes a winter sports conservation account in the special revenue fund, with funds first covering administrative costs for the Commissioner of Public Safety.

Allocates remaining funds to the Commissioner of Natural Resources: 50% for grants-in-aid to develop, maintain, and groom snowmobile trails and acquire easements; 50% to Keep It Clean MN for reducing waste on ice.

Allows plate transfers to another qualified vehicle registered to the same individual for a $5 fee.
