Expands eligible uses of statewide local housing aid to include emergency shelter facility construction (not just operating costs) and service provision at shelters

Creates extended spending deadlines for affordable housing construction projects and emergency shelter facility construction projects, with separate commitment and expenditure deadlines (specific years left blank in bill text)

Modifies the standard spending timeline so aid must be committed to a qualifying project by December 31 of the third year following receipt and expended by December 31 of the fourth year following receipt

Allows tier I cities and counties to transfer funds to a local housing trust fund if they demonstrate to the Minnesota Housing Finance Agency that they cannot meet spending deadlines due to factors outside their control

All changes take effect for aids payable in calendar year 2027 and thereafter
