Counties contracting for home and community-based waiver case management services must use a competitive proposal process at least once every two years and include contract provisions for oversight to ensure high-quality, culturally responsive services.

Beginning July 1, 2029, county agencies are prohibited from entering into new contracts or renewing contracts for case management services, transitioning to direct county provision.

A waiver case management quality working group must be convened by August 1, 2026 to develop recommendations for transitioning away from contracted case management and improving service quality, with a report due by September 1, 2027.

The Commissioner of Human Services must analyze rate-setting methodologies for case management and home and community-based services waivers, submitting an initial report by January 15, 2028 and a final report with legislative recommendations by January 15, 2029.

Counties contracting for case management must provide recipients with contact information to file grievances about contracted case manager quality, effective January 1, 2027.
