Changes commissioner's authority from permissive ("may") to mandatory ("must") for making grants to nonprofit agencies administering youth intervention programs

Increases the allocation to Minnesota Youth Intervention Programs Association from 5% to 6% of the appropriation for providing collaboration, training, technical assistance, and outcome data analysis

Shifts annual reporting requirements from committees with jurisdiction over public safety policy and finance to committees with jurisdiction over children and youth

Eliminates the provision allowing the commissioner to use up to 10% of the biennial appropriation for administrative costs

Maintains existing grant caps of $75,000 per agency and requires local matching funds equal to the grant amount
